sgn-MT: new RFC 3066 tag

These are already defined in 3066 since "sgn" is a valid ISO 639 tag, and
"MT" is a valid ISO 3166 code; registration is unnecessary. The only purpose
would be:

   This procedure MAY also be used to register information with the IANA
   about a tag defined by this document, for instance if one wishes to
   make publicly available a reference to the definition for a language
   such as sgn-US (American Sign Language). [Sec. 3, RFC 3066]

So I assume that is what is being done.
