The meaning of the country code "CS"

A colleague from ex-Yugoslavia has suggested that the ISO country 
code "CS" is a special country code allocated by the ISO 3166 
Maintenance Agency to countries destined to split up.  If so, maybe 
it stands for "Country Split"?
