It hardly originated with her; it has roots in actual and documentable
usage as captured in Frank and Moon Unit Zappa's "Valley Girl."

Is this a dialect comparable to Boontling?  I don't know, but if it is
it should certainly be written with heart-shaped dots over the i's and
j's (proposal formerly at
http://www.evertype.com/standards/iso10646/pdf/n258a.pdf but now
unavailable).
