Given the many comments that followed my review of draft-philips-lang-tags,
the considerable debate on the ietf-languages list in the month of July,
and the new revision just published, I (as an IETF participant who is
somewhat active in the ietf-languages mailing list) would recommend that
the IESG return draft-philips-lang-tags to the authors for further work
(tracker state "AD is watching").

I do not believe there is IETF community consensus for advancing the
version of the specification that was sent to the IESG.
