Actually, RFC 3066 says:

> ISO 3166 reserves the country codes AA, QM-QZ, XA-XZ and ZZ as user-
> assigned codes.  These MUST NOT be used to form language tags.

No such limitation appears to exist for ISO 639 private-use codes.  In
any case, it is good to see them explicitly permitted.
