New ISO 639 language identifier: Karachay-Balkar

The ISO 639 Registration Authorities' Joint Advisory Committee (JAC) has
approved the following:

Alpha-3 identifier:  krc  (No alpha-2 identifier.)

English name: Karachay-Balkar

French name: karatchaï-balkar

Indigenous name: qarachaj-balqar

Karachay-Balkar is a Turkic language spoken in Russia.

The official ISO 639 web site is found at
http://lcweb.loc.gov/standards/iso639-2/. That web site lists both the
alpha-2 and the alpha-3 language code lists, as well as all updates. On the
web site there is also a request form for new language identifiers.
