Script codes in RFC 3066

My favorite case is be_bg, which obviously refers to the variant of
Byelorussian that is spoken in Bulgaria!  (If this isn't obviously absurd
to you, take a squint at a map.)

I agree.  It is utterly otiose to tag things en-latn.
