Status on es-americas

I very much agree with Peter. I understand the intent, but do not know
the specifics of what to do with this.
When do I use this tag? When I have resources with this tag, when is it
appropriate to return these resources?

Prior to this collective, I would look for es-<specific>, and if it
isn't found, then return es.
If there exists es-MX, es-americas, and es resources, do I need to
change the program logic for es-americas to be used?
Should it only be returned when es-americas is specifically requested?
When and why should a user request es-americas if they can request a
more specific tag. What if some resources are tagged es-americas, but
others are es-<specific>? What should a user do? Why should it be a user
issue at all?
