Using - or _ in language tags and/or locales

Additionally, it makes life very messy when the "language" part of
the locale itelf contains a "-".  For example, a Cantonese-US
locale would properly be zh-yue_US; calling it zh_yue_us or zh-yue-us
would do nothing but confuse the issue.
