The problem is not with the UTC but with the IETF which wants to use
the UTC deliverables for the IDN without providing the proper IDN punycode.
All this is simply a layer violation issue (and a lack of OSI layer
six in the Internet protocol stack: this is a topic for the IAB
consideration of the new secure protocol stack.
