Or your email program. It looks like it treats the text encoding as ISO 8859-1, rather than UTF-8 as it appears in the headers.

e.g. U+012B is represented as the two octets 0xC4 0xAB in UTF-8. 0xC4 = Ä and 0x81 = « in ISO 8859-1.
