James is restricting the guarantee to domains whose all labels satisfy the
BIDI rule. The current text extends the guarantee to a mix of labels
satisfying the BIDI rule and LDH labels which do not necessarily satisfy
the BIDI rule.
So the second guarantee does NOT contradict the test since testing the
BIDI rule does not apply to LDH labels.
This is not to say that the text cannot be improved.
