Do note that this issue is not being brought up at this time but was brought up well in time for consideration, almost a year ago (the relevant emails will be in the record on this list).  The proposal was not accepted on the grounds that such cases will not be documented.  However that seems to have changed due to inclusion of U+3002.  That is the reason for the request.
