Last Call: draft-ietf-idnabis-protocol (Internationalized Domain Names in Applications (IDNA): Protocol) to Draft Standard

Isn't the Last Call for Draft Standard, and one important criterion for 
Draft Standard is implementations, so the implementation report is relevant?
