(1) Both characters should be PVALID

I am a native German speaker and followed the discussion carefully since
2001. I think PVALID is the logical right decision at this point. In my
opinion the registries have the ability, freedom and responsibility to
decide how they implement the new standard (and those characters) within
their zones.
