Mapping draft on its way

Greetings all,

Consider the mapping draft which is about to appear somewhere between 
"first draft" and "straw man". There is significant handwaving in 
some spots. And there's more explanation in the document than there 
is mapping instructions. I expect before final draft that the 
relative amounts might change. But consider this a target at which to 
start shooting.
