I think this is another one of the WG's sources of disconnects.
Many of us believe that a presentation layer is important to
Internet i18n.  Opinions differ as to how many of those there
should be.   But it is fairly clear to most of us who believe in
such things that the DNS is below it somewhere, largely because
of intersections with the mapping-versus-matching, information
preservation, and display issues that keep distracting us
here... and that presentation-layer naming is not DNS naming.
