Just to be clear, we were NOT stating that ALL of BIDI was covered by context rules, just that the digit mixing component was being covered twice.

My answer: there is some overlapping concerning not mixing different kinds 
of digits in one label.  The rest of the Bidi rules is absolutely not 
covered in the Tables document.
