I thing that either the contextual rule should be extremely simple (like it was originally written or only slightly modified) with the known assumption that some Japanese strings including that dot cannot be represented in a label (nothing new here), or we should switch to PVALID.

At this point, I would prefer (somehow reluctantly) to have the Kana middle dot PVALID, instead of a complex contextual rule that some implementers are definitively going to get wrong. As far as confusability with the regular period, the kana middle dot is nowhere near the regular middle dot, it is typically much larger. I know I have defended almost the opposite as a principle recently, but no decisions here are black and white.
