eszett and final sigma were decided by the working group to be  
included as PVALID.
The matter is repeatedly debated, reopened, etc.

No one is responding to the proposition from Pete and Paul in  
mappings-01
as to whether additional text would allow use of the RFC2119 language  
to make
the mappings required (MUST), recommended (SHOULD) or purely optional  
(MAY).

If we cannot decide that, then the document will be informative but  
not dispositive
and will likely have various side-effects if adopted or not adopted by  
browser and
other software makers.

I have the impression that a fair number of WG members might wish that  
the
outcome reads "SHOULD" to increase the likelihood of common treatment of
the pre-lookup mapping function.

At the moment, the mappings-01 document uses LowerCase (rather than
CaseFold) to make more narrow the mapping effect. If I am understanding
correctly this also implies that capital eszett would map into lower  
case
eszett and preserved (rather than mapped into "ss")

Full-width and half-width characters would be mapped into their
decomposition mappings.

Am I correct that there is no capital "final sigma" the conventional
capital sigma would be mapped into lowercase sigma. A lowercase
final sigma would be preserved.

ZWJ and ZWNJ would be preserved.

all strings would need to be in NFC form prior to actual lookup (or  
registration).
