Of course there is. Whether you call it eszett or scharfes ess or
whatever, there is a letter. It originated as a ligature in Fraktur.
But it is no longer a ligature, any more than w is a ligature of v and
v. Or u and u.
In any case we are talking about the coded characters U+00DF ß LATIN
SMALL LETTER SHARP S amd U+1E9E ẞ LATIN CAPITAL LETTER SHARP S.
