As a user I can say that this is not acceptable. There are many other 
standards and procedures waiting for an eventual Internet SIDNS - 
Stable International DNS.

1) IDNA 2003 has been published subject to a complete ulterior review 
if it did not deliver.
2) IDNA 2003 has been documented by IAB as failing that review by RFC 
4690. No one is going to seriously buy a service the quality of which 
has been contested by IAB and IAB has approved.
3) we do not want a patch cherry picking the best out of different 
proposals. We want something the IETF has responsibly approved, 
tested, and validated.
4) we are in agreement we cannot wait for ever, even if some just 
want to politically wait until 9/1. However, we cannot accept 
something unfinished. The reason why is that I doubt anyone is going 
on the long range to run IDNA2008, but most will strive to stay 
IDNA2008 compatible. I doubt that we can obtain such a unity today in 
having the same happening for IDNA2003.

I would suggest we do this at this stage: that everyone having a 
(projected) I_D, synthesis document (like Mark's) or Charter 
proposition gives the URL within 8 days. So, we have a unique and 
complete list of what is on the table. My personnal intent is to put 
all of them on the Wiki and ask comments around from different kind 
of people and parallel projects. In a suitably printed form for 
people not used to the IETF practice during 15 days. Then we can try 
to asses the situation and decide if the IETF, or someone else is to 
make something about the naming space multilinguistic.
