Charter changes and a possible new direction

This is my general impression on Paul's proposal:

- I think it's a very good way to start looking that the overall
  space again, and quickly. In many ways, INDA2008 as we currently
  have it has aquired too much cruft, and is too much of "A hasn't
  necessarily worked out, so let's try again with B".

- I think the whole thing of not meeting the charter and such a bit
  oversold; my guess is that the number of IETF WGs that has met
  all their deadlines in perfect shape is rather low.

More comments on details later.
