I don't know whether many French would agree with you, but if you need
to distinguish ecole and Ecole, you need something other than Punycode
(or similar to today's use of Punycode, but still different). It might
be difficult to get agreement from implementers and so on to deploy
such a solution, but you can always try to make your case (no pun
intended).
