Not changing the prefix

I don't know what this means for the charter, but there is no such
thing as /changing/ the prefix.

We can only consider /adding/ a prefix.

This is because there is already a lot of software out there that uses
xn--. At some point in the distant future, all traces of xn-- might
disappear, but somehow I doubt it.
