What do you suggest that the administrators of zones other than .GR do
if they wish to provide support for IDNs represented with normal Greek
orthography?  It is not difficult to imagine an EU directive leading to
all of the Member State ccTLDs needing to provide such service, and it
is also reasonable for Greek to appear among the scripts supported by
the gTLDs.
