that is correct Andrew. But as we have discovered, Unicode strings  
that may eventually
become input to DNS lookups, for example, may be manipulated prior to  
lookup including mapping.
If there is mapping of one pvalid character into another, it  
introduces an ambiguity
since the string before mapping and the string after mapping may each  
be valid U-labels.
