Correct, what I have understood the consensus is in the wg is that an  
unassigned codepoint is what is really unassigned. Although there  
might be some "metadata" attached to the codepoint.

I will change the algorithm, but have -00.txt stuck in the approval  
process still, and while it is, I do not dare submitting -01.txt.
