Thanks paul - a simpler, more general charter seems advisable. There will be many details to resolve and little point in listiing a subset in the charter iit would seem.

Given the milestones discussion I just sent, I think we can eliminate 
this whole list. That is, these specific things from the design team 
(as compared to the dozens of other specific things from the design 
team) should not be called out in the charter.
