a) We're not "starting" here
b) No-one is proposing these changes as a complete solution
c) User behaviour can change over time
"We can't completely solve the problem this way, so let's do nothing" is
a poor argument. Having unambiguous location information _available_ is
a prerequisite to doing something useful with it in a browser UI.
