High-level changes from IDNA2003 in the "current work"

First of all, thanks to Paul for this try. It will be very helpful for 
late and hasty comers.

Since not all late comers are interested in all aspects of IDN(A), this 
list will be more useful for them if it describes which documents are 
relevant for each listed item.
