These issues do not seem specific to the root name servers. But the
main issue is the sentence:

EDNS0 has been specified in RFC 2671 nine years ago and is widely
available. Let's replace the sentence by:

than typical queries today, so EDNS0 [RFC 2671] support in name
servers and middleboxes may be more important than today (otherwise,
queries and responses may be forced to go to TCP instead of UDP).
