Font supporting ALL character shaping for Arabic block for latest version of Unicode

We are looking at shaping confusions caused between various characters in
Arabic script block in the context of IDNs.  However, we cannot find a font
which supports all the shapes of the characters in the latest version of
Unicode.  Can anyone suggest if there is such a font available for this
work.
