The decisions concerning the ccTLD tables are under the purview of 
the Registry Manager. The main issues out of experience are:

- RFC suggestions should not be dependent on external copyrights.
- If a Reviewer is assigned a task, the main issue is the 
designation, authority and accountability of that Reviewer, and it 
should better be a committee the proposition of which should be 
subject to community approval.
- what is permitted to be registered in a domain name is under the 
purview of the various level registry managers while the need is that 
it would be under the control of the top zone manager (TLD Registry 
Manager) (i.e. to be on a script/language/tld basis). That this is 
not the case yet does not prevent to consider how it could/will be carried.
