Hi,

In formulating new text, please remember that, as far as
IDNA2008 (sic) is concerned, there is no Stringprep and
especially no "Stringprep context", at least without a lot more
qualification.  Readers of the new specs are not assumed to be
familiar with Stringprep at all.  The only possible exceptions
to this are the transition discussions which I hope we can keep
very localized and that can, if needed, establish their own
definitions.

Making Stringprep normative for the new specifications would be,
IMO, very confusing and generally unfortunate.
