That looks right to me. As we discussed at the f2f meeting in Minneapolis, each of the IANA registries needs to be tagged *in the registry* as normative and non-normative. Just to be explicit, I think that 1.1, 1.2, and 1.3 should be tagged in the registry as normative, and 1.4 should be tagged in the registry as non-normative.
