IDNPermitted update

Since nobody has commented otherwise (see the IDNNever thread),
I have gone ahead and provisionally added the two Japanese
entries discussed there to the IDNPermitted list, to
consolidate consensus to date. The characters are:

03007 gc=Nl sc=Hani IDEOGRAPHIC NUMBER ZERO
030FB gc=Po sc=Zyyy KATAKANA MIDDLE DOT

Those entries are added to the exceptional inclusion list (the
list of characters that need to be added to IDNPermitted.txt,
but which don't appear there as a result of the general rules for
derivation). That exceptional inclusion list has been updated:

for reference.
