Please contact Roozbeh Pournader about this. This 
has been dealt with quite well by our Iranian 
colleagues.

This does need to be sorted out.

What earthly DAMAGE could Dhivehi vowel marks do 
to any other part of the Registration set? If you 
ban script-mixing, then Dhivehi vowel marks can 
ONLY be used following Dhivehi letters (where 
they are obligatory). Nothing can possibly be 
harmed by them in that context. If you allow 
script-mixing, then of course, someone might try 
to spoof Danish å by using a THAANA SUKUN.

So don't allow it.
