OID description:
Identifies the certificate can be used for 802.1X (EAPoL, EAP-over-LAN) and is issued by a private CA - this attribute normally can only be applied to a private CA (Windows ADCS).
This is typically an extended-key-usage on the RADIUS server certificate in a RADIUS implementation (which can be based on a standard "Web Server" certificate template + this OID added). Not all clients need to see this - Windows 8 clients needed this attribute, at least.
