"Does this document represent an end run around the IETF's working
groups or its procedures? Does this document present an incompatible
change to IETF technologies as if it were compatible?"

I am mystified why this isn't a working group document. It seems quite
similar in nature to draft-ietf-tewg-diff-te-mar-04.txt. But it's not
an end run - it's a commentary on WG documents - and publishing
draft-wlai-tewg-bcmodel-04.txt as an individually submitted
Informational RFC doesn't seem to cause mischief beyond what
publication in any technical journal would cause.
