Harald,

I have one concern about this draft. I think there should be some descriptive 
text saying that when there is more than one WG chair, that the decision should 
be unanimous amongst all of the chairs. The draft is not clear whether it is 
talking about a single chair's decision or a decision made by the WG chair(s).

Minor nit: 

1) Status of this memo needs updating.
