I think this document is on track, but I'd appreciate it if there was a document update,
giving a definition of what CLEI is. Otherwise, I think the document is ready.

minor comments:
1) Copyright should be updated to 2005.
2) Abstract shouldn't contain references.
3) Expand acronyms such as CLEI in the abstract (because I don't know what it is!)
4) Please tell us somewhere what CLEI is! 1st Google hit is  Centro Latinoamericano 
   de Estudios en Inform‡tica ....
5) Non-ASCII charaters in the document: supplierŪs
