I think that this is reasonable to publish as an information 
document.  The document does not contain a security considerations
section, so if there is a document revision, I'd suggest adding
one which states that this is currently document an existing
deployment, so the document doesn't impact the security of
the internet.  However, I would imagine that NTT has noticed
some security related issues with respect to providing dual stack
service, and if they have, that would be a good thing to document
in this draft.
