Summary: Short and clearly written, with the promise of three 
interoperable implementations that work with these test vectors 
already. This specification is ready for publication as a Proposed 
Standard.

One slightly-more-than-editorial nit - the test vectors for cases 5-7 
have comments that explain clearly what the test is intended to 
accomplish (example - "Note: Truncation to 128 bits"), but test cases 
1-4 do not (to be fair, test case 1 is clearly the "hello world"/"if 
this doesn't work, nothing else will, either" test).

It would be nice to add one-sentence comments for these test cases, 
but I believe this could be added during Auth-48.
