The RFC Editor note addresses my meta-question.

I did have one question from my previous review - is it worth
clarifying, or does everyone but me know the answer about this
particular case, or do MIBs always work this way and I don't know it?
Either answer is OK, it's just that I don't know which answer to
expect.

Spencer: not to be pedantic here, but is this the time since the
past path change occurred or the time since the last configuration
operation took place (if the configuration option did not change
the path from what was previously specified)?
