I do not understand in what way it is a BCP. I do have a question on the use of 2119 wording. This is a well written explation of the framework for the interactions between users and SIP Applications. One thing that does confuse me is the use of 2119 Requirements langauge in sections 7.1.2 , 8.1, 8.2, 8.5. For the most part this does not read as a standards doc, though these paragraghs do appear to be in that mold. Also the required pragragh from 2119 giving the words meaning does not appear in the document, so it can't be a requirements doc.
