This document is ready, I think it is a useful document.  If the document is revised,
I'd suggest fixing the following nits:

Nits:
1) Expand abbreviations in the Abstract, please.
2) Abstract text:

   .... The document
   discusses the scope of TCP compression, performance considerations,
   assumptions on the surrounding environment, as well as IPR concerns.

   -> The part about the IPR concerns seems a bit of an odd thing to cover
      within a Requirements doc.  Is it really needed to call this out in
      the abstract?	

3) Change IPSEC to IPsec.

4) Seems like TCP should be a normative reference here.  Can't really understand
   they requirements if you don't understand TCP.
