Allison notes that this has been sent to tcpm for its comments.

At a first look, this seems like a solid survey work and will be
helpful to implementors of a number of protocols. However, given the
broad base of the assertions that it makes about TCP, I don't think
it's ready to advance until tcpm and any other WGs with overlapping
charters have reviewed it.

(Sorry for the brevity of this review...I'm shipping this comment
because I'm not sure I'll get back to a more substantive review before
the call and I wanted Harald to have at least this.)
