Without actually going far enough to completely understand the underlying specifics, I found it fairly clear on expressing both the reasoning behind and the approaches to solving each of the various problems. I did have one minor suggestion. Not something critical, but an idea to consider if the document is reworked for other reasons. There were also a few typos that can be fixed in the preparation of an RFC of this document. In Section 4.1, both examples you cite for single-hop reordering are wireless. This might lead some to think that only wireless L2 technologies would do this. It would help if you could mention some other L2 technologies that do this. FR and MPLS are probably good candidates. Typos ----- Section 6.1.1.1: "that a least one" => "that at least one" Section 6.1.2.1: the parenthesis is not closed.
