Fewer nits (MUST is defined this time).

But there is a possible IANA issue - the 4 bit version field where this draft
assigns the value 1, and the 4 bit message type field where this draft
assigns the values 1 through 6. There are flag values defined as well. 
Shouldn't all these assignments be IANA-maintained?

Apart from that, this is too complex for me to analyse between now and getting
on a plane to Vienna. So as for the first draft, I rely on the Transport Area.
With the nits resolved, I see no objection to Experimental.
